Lets take an example of Winning Democratic Party, first of all the concept of a Party or Group is completely wrong, this is where all the mess starts to show up, the concept of you and me. These groups then do whatever they could in different situations to mold some event results their own way.More than that they are not completely loyal to the country but loyal to the Group or Party.

Now the winning democratic party must get the ministries, this is where the fun get even funnier, all the most illiterate persons of the country (party members) with little or no knowledge about certain area of study become leader of it. As they don't have any idea of whats its all about, they make poor decisions and in the end its the country normal people who have to feel the pain, minister and all the top hierarchy has nothing to spend their money on, their transportation is free, health facilities are free, bills are paid by us and they get fat salaries (and other money sources as well that they don't want to show up! :D).

Our system should have been, Give Services -> Get Paid. Everything work should be done by institutions with their own goals and objective which they would be accountable for, rather than different people bragging about working hard which they don't and don't want to be. For example: Military responsible and accountable for Country Security from outside threats, Police for local security, Institution of petroleum for handling petroleum issues and so on. In this way we can eliminate people with hidden agendas like filling their own pockets by pricing petroleum prices so high. Its a rough idea but i am sure that if you implement this "Give services -> Get paid" merit based system, any country would get stable with 2 years of time frame.
