Since few fake degree holders got out of job back some time, it seems like the existing Ministers and Leaders of Pakistan with fake degrees have bought the universities administration or in other words most glorious and prestigious Punjab University's administration, so that their fake degrees couldn't be verified. HEC spokesman said that the universities are not cooperating with them in the effort to authenticate the degrees of parliament members.

The Punjab university's administration (and few other government university's administrations) would have taken quite some money in bribe to make the dreams of members of parliaments come true, and till now they are successful. Sure if you have money in Pakistan you can bag anything you like.
